By my understanding, in the deeper levels of hell, it becomes more difficult for souls to retain any sort of sentience. This is why it is easiest for spirit callers to call upon recent or exceptionally strong spirits.
That's a fair possibility. I'd think they would tell us if it were the case, since that seems like it would instill plenty of fear, but maybe they think the unknown is more effective.
I'm not certain how much power the demons truly have in these circumstances. They've referenced having to abide by outside forces such as the "police." I doubt very much they care about instilling fear.
